Report/plan outlining the management and monitoring of Mud and Willow Creeks, tributaries to Cascade Reservoir. Beneficial uses of each are detailed. The overall monitoring plan goals include the reduction of sediments and nutrients entering Cascade Reservoir, and the reestablishment and maintenance of beneficial uses within the two subwatersheds. Estimated flow and total phosphorus load contributions for Willow Creek are 1.3% total inflow, and 2.4% (1,257 kg/year) respectively. The total phosphorus reduction goal is 30% (377 kg). Estimated total phosphorus load contribution for Mud Creek is 2.1% (1,104 kg/year). Total phosphorus reduction goal is 30% (331 kg). Issues outlined include the evaluation of stream/riparian vegetation, streambank stability, aquatic habitat, and aquatic communities. Monitoring objectives include an evaluation of response to implementation of best management practice (BW) effectiveness, a beneficial use status assessment, and a beneficial use attainability assessment. Interdisciplinary teams will conduct the evaluations listed. A soil survey is planned to provide improved estimates for total phosphorus loading, given the high variability of soil types within the study region. Timetables indicate an initiation date of February 1996, and a completion date of April 1998. Extensive tables of previous monitoring data and evaluation forms are attached.
